A civilian employee who travels with a Member of Congress or a congressional employee on official business can be paid back for actual travel and transportation costs, if the Secretary in charge approves. The payment cannot be higher than the official congressional travel rate and only applies when the Secretary directs or approves the member’s travel. Definitions: Member of Congress — a Senator, a Representative, a Delegate to the House, or the Resident Commissioner from Puerto Rico. Congressional employee — an employee of a Member of Congress or of Congress. Secretary concerned — includes the Secretary of Defense for Department of Defense civilian employees (not military departments).
