The Secretary of Defense can give extra pay to a civilian DoD worker if three things are true: the Secretary has certified the worker as skilled in a foreign language the Department needs for national security, the worker’s job requires that language, and the worker is not already getting special pay under section 1596. The Secretary sets the pay rate, but it cannot be more than 5% of the worker’s basic pay. This extra pay is on top of any other pay or allowances the worker already gets. The Secretary of Defense must make rules to run this program.
