The Secretary of Defense may set up a program to help eligible former civilian employees of the Department of Defense and the Department of Energy who lost their jobs because of defense cuts or base closures get certified as elementary or secondary school teachers or get the credentials to work as teachers’ aides. The program also helps place these people in local schools that get Title I money because they serve many low-income children and that have a shortage of teachers or aides. To be eligible, a person must have been terminated because of those cuts or closures during the five-year period beginning October 1, 1992 (the Secretary may also accept people terminated between October 1, 1990, and October 1, 1992). Teacher applicants must have a bachelor’s or advanced degree. Teacher’s aide applicants must have an associate, bachelor’s, or advanced degree or community college coursework. Applications must be filed after the worker gets a notice of termination and follow the Secretary’s rules. Priority goes to people with experience in science, math, or engineering, or other subjects the Secretary and the Secretary of Education identify as important. The Secretary may only select people if enough money is available. Participants must agree to get their credentials within a set time and to take a full-time teaching or aide job for at least two school years with a qualifying local agency starting the school year after certification. The program may pay a stipend up to $5,000 or up to the actual eligible costs; people receiving separation pay under section 5597 of title 5 cannot get that stipend. Any stipend counts when figuring federal student aid. Subsections (h) through (k) of section 1151, as they read on October 4, 1999, also apply.
