The Secretary of Defense must add a separate budget proposal to the Department of Defense’s yearly budget for each unified and specified combatant command the Secretary chooses. The Secretary decides what to include after talking with the Chairman of the Joint Chiefs of Staff. The proposals can cover joint exercises, force training, contingencies, and selected operations. A force training proposal may also include training expense payments allowed under section 322.
