The Department of Defense and each military service must make sure that high‑level acquisition programs—major defense programs, programs the Secretary thinks will pass the law’s high‑cost threshold, and any other programs the Secretary picks—have certain key jobs filled by qualified military members or full‑time DoD employees. It covers 14 important roles, such as portfolio and deputy acquisition executives; program and deputy program managers; senior contracting official; chief developmental tester; and lead positions for product support, systems engineering, cost estimating, contracting, finance, production/quality/manufacturing, information technology, and software. The Secretary of Defense must create and carry out a plan to recruit, train, and support the careers of military and civilian staff so these positions are filled.
