Creates a joint board run by the Secretary of Defense to watch over how ammunition and its parts are stored and moved for the Army, Navy, Air Force, Marine Corps, Space Force, and Coast Guard. The board includes military officers picked by each service and other DoD civilians as needed. If the Coast Guard is outside the Navy, the Secretary of Homeland Security picks a Coast Guard officer to vote on the board. The military department heads must oversee research, testing, and production of explosive materials. The board meets at least quarterly, and the chair sends an annual report about the meetings to the congressional defense committees. The board’s chair is the main adviser on explosive and chemical-agent safety for military munitions. The chair approves hazard classifications, leads the board and staff, gives impartial advice to senior DoD leaders on safety, storage, transport, acquisition, sustainment, and demilitarization, and helps write safety procedures and rules. Civilian board members and the executive director help the chair. The board is the only DoD body that recommends new or updated explosive and chemical safety rules to the Assistant Secretary for Energy Installations and Environment and serves as the main forum for coordination across covered DoD parts. Covered components include the Office of the Secretary of Defense; the military departments; the Chairman of the Joint Chiefs and Combatant Commands; the Inspector General; Defense Agencies; DoD field activities; and other DoD entities. The Secretary of Defense may give the chair’s space-launch explosives duties to the Secretary of the Air Force, who may pass them to Space Launch Delta commanders; “launch vehicle” is defined in 51 U.S.C. 50902(11).
