Title 10 › Subtitle A — General Military Law › PART II — PERSONNEL › CHAPTER 87 — DEFENSE ACQUISITION WORKFORCE › SUBCHAPTER IV — EDUCATION AND TRAINING › § 1749
Create a training program within 180 days after this law is passed. The program must help cross-functional DoD staff and contractors who work on any part of buying or keeping systems. It must use deployable coaching teams that stay with a project phase when possible, give short lesson tied to work in that phase, focus on buying commercial goods and services, “as‑a‑service” technology, and middle‑tier acquisition pathways, collect feedback to improve itself, and include at least one private‑sector or academic expert on each team. People who take the training may count up to 80 hours toward the continuous education requirement in section 1723. Each military department must run at least one pilot in fiscal year 2025 for an important or urgent project and the Under Secretary for Acquisition and Sustainment must use those pilots to build training materials. The Under Secretary may use Defense Acquisition University funds starting in fiscal year 2025, and in fiscal years 2027 through 2031, to pay faculty, contracts, travel, and expenses. At least 25 percent of civilian faculty must be detailed to the program for at least half their time, and at least 25 percent of DAU contract obligations must be set aside for the program. A report is due to the Senate and House Armed Services Committees not later than November 1, 2026, showing faculty numbers and qualifications, contractor or university support, a program budget that meets the funding rules, pilot results, and any other information or recommendations the Under Secretary finds useful.
