Creates an Office of Local Defense Community Cooperation inside the Department of Defense and requires the Secretary to designate it as a DoD Field Activity effective on the date the William M. (Mac) Thornberry National Defense Authorization Act for Fiscal Year 2021 (Public Law 116–283) was enacted. The Secretary must appoint a Director from federal civilian employees or private individuals who have experience working across Executive Branch agencies and experience managing federal grants programs. The Office must help states, counties, cities, regions, and other communities work with military bases to improve the military mission, cut facility and operating costs, handle land-use and encroachment issues, support military families, and strengthen readiness and resiliency. It must also provide adjustment and diversification help to state and local governments under section 2391(b), coordinate with other DoD parts, support the Economic Adjustment Committee under Executive Order No. 12788 (or a successor), and do other tasks the Secretary approves. The Director must send a report to the congressional defense committees by June 1 each year about the Office’s work during the prior year.
