The Secretary of Defense must make each military department provide ongoing human‑relations training to all service members on race relations, equal opportunity, gender nondiscrimination, and hate‑group awareness, in basic or initial training and regularly afterward. Commanders must be told to stop discrimination in their units. Anyone entering an officer accession program or signing an original enlistment agreement must be told how the oath relates to the Constitution's equal protection and civil liberties and not join if they cannot support them.
