Retired officers and retired noncommissioned officers must be certified by the military branch’s Secretary to work as instructors in the program. The certification covers leadership, wellness and fitness, civics, and other program subjects and follows the rules for senior or non-senior instructors. Senior instructors must be retired officers who lead and oversee the program. They need a military professional qualification set by the Secretary, a bachelor’s degree, the program’s secondary-teacher certification, and an advanced certification earned by points for work and awards, training, and performance checks like site visits. Non-senior instructors must be retired NCOs who teach and share duties, show strong coaching and practical skills, earn a military qualification, get an associate degree within five years of hire, complete the same teacher certification, and earn the same advanced certification.
