The Secretary of Defense must create a program to help people from other countries enroll and study at senior military colleges. The program has two goals: give international students a strong, affordable military-style education that supports the Defense Department’s military-to-military work, and help future U.S. military leaders learn by spending more time with qualified foreign military students. The Department will work with the colleges to make guidelines. Each year the Secretary must name the international students he recommends and tell the colleges as early as possible so they can include them in admissions. International students admitted under the program must pay their instruction costs, but the Secretary may pay some or all of those costs using DoD funds other than funds under section 2107a.
