§2111b Senior Military Colleges: Department of Defense International Student Program

Summary

The Secretary of Defense must create a program to help people from other countries enroll and study at senior military colleges. The program has two goals: give international students a strong, affordable military-style education that supports the Defense Department’s military-to-military work, and help future U.S. military leaders learn by spending more time with qualified foreign military students. The Department will work with the colleges to make guidelines. Each year the Secretary must name the international students he recommends and tell the colleges as early as possible so they can include them in admissions. International students admitted under the program must pay their instruction costs, but the Secretary may pay some or all of those costs using DoD funds other than funds under section 2107a.

(a)The Secretary of Defense shall establish a program to facilitate the enrollment and instruction of persons from foreign countries as international students at the senior military colleges.
(b)The purposes of the program shall be—
(1)to provide a high-quality, cost-effective military-based educational experience for international students in furtherance of the military-to-military program objectives of the Department of Defense; and
(2)to enhance the educational experience and preparation of future United States military leaders through increased, extended interaction with highly qualified potential foreign military leaders.
(c)Guidelines for implementation of the program shall be developed in coordination with the senior military colleges.
(d)The Secretary of Defense shall annually identify to the senior military colleges the international students who, based on criteria established by the Secretary, the Secretary recommends be considered for admission under the program. The Secretary shall identify the recommended international students to the senior military colleges as early as possible each year to enable those colleges to consider them in a timely manner in their respective admissions processes.
(e)An international student who is admitted to a senior military college under the program under this section is responsible for the cost of instruction at that college. The Secretary of Defense may, from funds available to the Department of Defense other than funds available for financial assistance under section 2107a of this title, provide some or all of the costs of instruction for any such student.

Effective Date

Pub. L. 106–65, div. A, title V, § 541(b), Oct. 5, 1999, 113 Stat. 607, provided that: “The Secretary of Defense shall implement the program under section 2111b of title 10, United States Code, as added by subsection (a), with students entering the senior military colleges after May 1, 2000.”
