To join the program, a person must be a U.S. citizen and must meet three things. First, they must be accepted, enrolled, or chosen for study or special training. Second, they must sign an agreement to finish the education, take an appropriate reappointment or job in their service if offered after the program, join their service’s intern program if selected, take part in their service’s residency or be released to do a civilian residency if chosen, and do military training while in the program under rules set by the Secretary of Defense. Third, they must meet the rules to become a commissioned officer. The Secretary of Defense may also require the agreement to include accepting residency training in a health skill the Secretary has named as a critically needed wartime skill, if it is offered.
