The Secretary of Defense sets the rules. Under those rules, the President of the National Defense University can award degrees when the University faculty recommends a student and the student meets the degree requirements. A degree may only be awarded if the Secretary of Education has recommended approval under the Federal Policy Governing Granting of Academic Degrees by Federal Agencies, and if the National Defense University is accredited by the civilian accrediting agency the Secretary of Education approves. When the University seeks authority to grant degrees, the Secretary of Defense must give the Senate and House Armed Services Committees a copy of the self‑assessment sent to the Department of Education’s National Advisory Committee on Institutional Quality and Integrity and the Secretary of Education’s recommendations and reasons. If degree authority is changed or renamed, the Secretary of Defense must report the reasons and the Secretary of Education’s recommendation. The Secretary of Defense must also report any accreditor decision not to accredit the University to award any new or existing degree.
