Before the Department of Defense can close or make big cuts to a school it runs, the Secretary of Defense must send the Senate and House Armed Services Committees a written notice, a detailed report, and a written promise that the school director talked with and asked for feedback from students, parents, teachers, school leaders, military base leaders, and the local community. The Department must then wait one year after those steps are completed before doing the action. The rules cover closing or preparing to close a school; cutting enrollment by 20% or more; major cuts to services like classes, special education, or extracurriculars; or transferring the school out of the Department. The required report must explain why, show the cost to the Department, and describe the effects on students, curriculum, gifted and special education (including IEPs), 504 accommodations, the Exceptional Family Member Program, and nearby local educational agencies. Local educational agency means the term as defined in federal education law (ESEA).
