The Secretary of Defense must send a yearly report to the congressional defense committees no later than 30 days after the President submits the budget for the coming fiscal year. The report must give organized tables of any programs, projects, or activities in research, development, test, and evaluation; procurement; and military construction whose total dollars available for use changed in the current budget proposal compared with last year’s projection for the same year. For each changed item, the report must show whether it was added, ended, or reduced and in which year; the appropriation sub-account; the program element or line/number; the name; the prior-year enacted amount; the prior-year projected current-year budget; the current-year request; any future-years savings from a cut or elimination; and whether the change was a fact-of-life change, a prioritization change, a programmatic change, or caused by congressional action. The report must be sent in machine-readable electronic form.
