§222e Programs, Projects, and Activities That Were Internally Changed in the Submission of the President’s Budget: Annual Report

Summary

The Secretary of Defense, working through the military department Secretaries and other Defense agency officers, must send the congressional defense committees an annual report no later than 30 days after the President’s budget is submitted. The report must show organized tables of any research, development, test and evaluation, procurement, and military construction programs whose total obligational authority changed in the current budget request versus the prior-year projection. For each changed program the tables must show whether it was added, cut, or ended and when; the funding account and program identifiers; the program name; prior-year enacted and prior projection amounts; the current request; any future-years savings if cut; and whether the change is a fact-of-life, prioritization, programmatic, or due to congressional action. The report must be in machine-readable electronic form.
