The Secretary of Defense can accept money from any country to help move U.S. military units inside that country. The money can be U.S. dollars or the host nation’s currency. Each country’s contributions go into its own account and stay there until spent for the move. The money can only pay costs tied to that move, like design and building work, moving and transport, communications, supplies and office support, pay for civilian staff and travel, and other direct relocation expenses. Contributions can be an irrevocable letter of credit, drawing rights in a blocked bank account the host nation funds, or cash put into a separate trust in the U.S. Treasury that earns interest under section 9702 of title 31.
