The law stops the Pentagon from selling certain stockpiled military items to people or groups outside the Department of Defense. It covers equipment held for unit use, items kept to move forces from peacetime to combat readiness (called "decrement stock"), and prepositioned war reserve supplies. The President can allow a sale during an international crisis that affects U.S. national security if it’s in the country’s interest. After any such transfer, he must tell Congress within 60 days and give a plan and budget request to replace the items. Sales are allowed for stocks marked for replacement, substitution, elimination, or to raise funds for higher‑priority stocks. Sales or transfers to NATO members are also allowed.
