Require the Secretary of Defense to put a proposal in the budget justification the Department sends to Congress with the President’s budget for fiscal year 2023 and every year after. The proposal is needed when the Department plans during that fiscal year to cancel a multiyear contract or to make a change that will cut the number of items bought. Each proposal must say why the contract is being canceled or changed, estimate any termination costs, give updated savings estimates, explain how already approved funds would be used for advance or planned purchases before the change, and describe expected effects on the defense industry like workload, loss of skilled workers, and reduced efficiency. Covered modification: a change that reduces the number of items to be bought. Head of an agency: the Secretaries of Defense, Army, Navy, and Air Force.
