Title 10 › Subtitle Subtitle A— General Military Law › Part IV— SERVICE, SUPPLY, AND PROPERTY › Chapter 147— COMMISSARIES AND EXCHANGES AND OTHER MORALE, WELFARE, AND RECREATION ACTIVITIES › Subchapter I— DEFENSE COMMISSARY AND EXCHANGE SYSTEMS › § 2483

Summary

Money approved by Congress must pay to run the Defense Commissary Agency and its commissary stores, unless another part of this title says otherwise. Those appropriated funds pay operating expenses. That covers seven kinds of costs, including salaries and wages (U.S., host-nation, and contractor workers), utilities and communications, supplies and services, second‑destination transportation, higher‑level management or indirect support like equipment maintenance and IT, and on‑base advertising for commissary sales. Those appropriated funds can be added to with extra money from manufacturers’ coupon redemption fees, tobacco handling fees, and other reimbursements. They can also be supplemented by money from improved management practices under sections 2481(c)(3) and 2487(c), and from the variable pricing program under section 2484(i).
