A Department of Defense agency that supports military exchanges or morale, welfare, and recreation (MWR) programs may make contracts or agreements with other DoD units or other federal agencies. Those contracts can buy or provide goods and services to help run the exchanges or MWR programs, including food services for dining facilities that serve members of the armed forces.
