Allows the Secretary of Defense, under rules he sets, to provide transportation at no cost to the United States on Military Sealift Command ships or Air Mobility Command aircraft for Girl Scouts and officials certified by Girl Scouts of the USA to attend approved international Girl Scout events outside the United States, for U.S. citizen delegates coming from abroad to triennial National Council meetings, and for their equipment, so long as military operations are not disrupted. Before giving such travel, the Secretary must get a bond from Girl Scouts of the USA to repay the actual transportation costs. Repayments are credited back to the same accounts that paid the costs and can be used for the same purposes.
