The President can let the Secretary of Defense help the United Seamen’s Service provide facilities and services for U.S. merchant seamen overseas. Staff of the United Seamen’s Service doing that work can get U.S.-paid travel like other civilian military workers. Meals and housing can be paid by them or their organization, but they can also get free quarters when civilian military employees do. They may use office space, storage, docks, and communications without charge. No passport fee may be charged for travel to do the work. Supplies and gifts for seamen can be shipped at U.S. expense when needed. The President should try to arrange conversion of local currency where practical. United Seamen’s Service employees are not federal employees.
