The Secretary of Defense, through the Under Secretary of Defense (Comptroller), must make rules about who can change where Defense payments are sent. The rules must stop the person who prepares a payment from changing an address given by the officer who approved or requested it. An address can be changed only if the person who should get the payment asks for it and an authorized person who is not the preparer makes the change.
