Allows military officers (Army, Navy, Air Force, Marine Corps, Space Force) and some Department of Defense civilians to review and decide reports and claims about U.S. property that is lost, spoiled, unusable, damaged, or destroyed. Their decisions are final unless they say someone must pay money. If a person is found to owe money, that finding must be approved by a higher official chosen by the appropriate Secretary, commander, or agency director who has authority over the person. The Secretary of Defense must write the rules that explain how this works.
