The Secretary of Defense, working with the Attorney General, must hold a yearly briefing for law enforcement in every State, including local police. The briefing must explain how civilian law enforcement can get information, training, technical help, equipment and facilities from the Department of Defense and how they can obtain surplus military equipment. The briefing must also describe the kinds of help available and include a current, complete list of military equipment suitable for law enforcement or available as surplus from the Administrator of General Services. The Attorney General and the Administrator of General Services must set up or name offices to keep that list, give information, and provide a nationwide toll-free phone line to reach those offices.
