Allows the Defense Secretary and the heads of the military departments to carry out approved military construction and military family housing projects without following two specific federal spending rules. They can start work on land the United States does not yet own, even before government title is approved, and they can use land that the government will not fully own if the military department head decides the property interest is enough for the project. For these projects, the dollar amount that triggers required performance and payment bonds (and alternatives) is $150,000 instead of $100,000.
