The Secretary of Defense may build a military construction project that wasn't already approved, using money from military construction accounts, to carry out activities under section 2474(a)(2). Money provided in a fiscal year for a project at a covered depot (see section 2476(f)) can count toward the depot’s required capital budget investment under section 2476(a)(1) for that year. Before starting the project, the Secretary must tell the appropriate congressional committees and explain the estimated savings. The project can only begin after 14 days from when those committees get the notice electronically under section 480.
