The Secretary of Defense must create an open standard for energy monitoring and utility control systems to use across the Department of Defense for military construction, military family housing, and other covered activities. The goal is to let installations track and control utilities and energy (like electricity, gas, steam, water), indoor conditions (temperature, humidity), HVAC and central plant gear, renewable energy, lighting, and power distribution. The rule does not have to apply to projects done under the authority in subchapter IV of chapter 169 of this title. A Secretary can also waive the rule for a specific project if using it would not be cost-effective over the project’s life. Any waiver must be reported to the congressional defense committees.
