Each Secretary of a military department must create a program to encourage energy-smart habits and cut unnecessary fuel use in their department. The program must aim to make operations more energy-resilient, reduce energy-related strategic risks and improve readiness, and add sustainability features to new and existing bases and facilities. At a minimum, the program must set up a way to collect and analyze fuel-use data, teach energy-saving and resiliency ideas in training and update procedures that waste fuel, include fuel and energy issues in wargames and training so scenarios show real risks, and use data to plan and improve cargo moves and refueling. Wargames must coordinate with fuel and logistics teams and focus on life-cycle fuel management and supply risks, including enemy threats to fuel lines.
