It explains how to set the "simplified acquisition threshold." Normally you use the amount listed in section 134 of title 41. If the contract or purchase will be made and done outside the United States to support a contingency operation or a humanitarian or peacekeeping operation, the threshold is two times the amount in that section. A "humanitarian or peacekeeping operation" means a military mission that provides humanitarian help or foreign disaster relief, or that supports United Nations peacekeeping under chapters VI or VII of the UN Charter. It does not include routine training, troop rotations, or stationing.
