The Secretary of Defense must make rules that stop any military department in a joint acquisition program approved by the Under Secretary of Defense for Acquisition and Sustainment from ending or greatly cutting its role unless that Under Secretary agrees. The rules must require a review by the Joint Requirements Oversight Council before approval and let the Under Secretary require the department to keep paying some or all costs so the program can continue efficiently.
