Lets the Director of Cost Assessment and Program Evaluation join talks when an independent cost estimate and a military department’s or Defense Agency’s estimate disagree for major defense acquisition programs or major subprograms. The Director can point out problems in how estimates were done, agree which estimate (and its risk discussion) should be used at required review events, and take part in decisions about asking for a multiyear procurement contract.
