The Secretary of Defense can pay for training supplies that get used up, travel, food and housing costs, and extra pay for people who need it to join Colombia’s training program under the United States‑Colombia Action Plan for Regional Security. This can cover defense members of friendly foreign governments and, if the Secretary of State agrees, other government and nongovernmental personnel. Normally the payments may only be for people from developing countries. The Secretary may approve payments for people from other countries only if there are extraordinary circumstances and it is in the national security interest of the United States.
