The President’s yearly budget must list, by budget function and as a separate item, the amounts the Department of Defense is requesting for all of its security cooperation programs and activities for that fiscal year. When possible, the budget should show the specific country or region involved and the legal authority used for each item. The Secretary of Defense must send a report to the relevant congressional committees about how those security cooperation funds were obligated and spent. The report is due by August 31 each year for the first six months of that year, and by February 28 each year for the second six months of the previous year.
