The President may order the Secretary of Defense to send help to other countries after manmade or natural disasters when it is needed to save lives or to stop serious harm to the environment. That help can include transportation, supplies, services, and equipment. Within 48 hours of starting assistance, the President must tell Congress what help is being or will be given and give available details about the disaster, the danger to people or the environment, U.S. military forces and equipment involved, other groups helping, and how long the effort will likely last. Money Congress gives the Department of Defense for Overseas Humanitarian, Disaster, and Civic Aid (OHDACA) can be used to set up overall policies and programs for relief outside the United States. Transportation to prevent environmental harm when no lives are at risk may be used only if other transport options are not readily available.
