Title 10 › Subtitle A — General Military Law › PART I — ORGANIZATION AND GENERAL MILITARY POWERS › CHAPTER 21 — DEPARTMENT OF DEFENSE INTELLIGENCE MATTERS › SUBCHAPTER I — GENERAL MATTERS › § 426
Requires the Under Secretary of Defense for Intelligence and Security to create an Intelligence, Surveillance, and Reconnaissance (ISR) Integration Council to help the Secretary of Defense and the Under Secretary coordinate and combine intelligence and counterintelligence work across the military departments, Defense intelligence agencies, and combatant commands. The Under Secretary will chair the council. Members include the heads of the Defense intelligence agencies, the top intelligence officers of the services and combatant commands, and the Joint Chiefs’ Directors for Intelligence and for Operations. The Director of National Intelligence can be invited, and the Under Secretary may add other participants as needed. Requires yearly briefings, timed with the President’s budget submission, for the congressional defense and congressional intelligence committees for each of fiscal years 2021 through 2025. The Chairman of the Joint Chiefs of Staff must report what each combatant command needs by intelligence type, last year’s fulfillment rates by type, a risk analysis of gaps if needs go unmet, and a plan to reduce those gaps covering spaceborne, airborne, ground, maritime, and cyber ISR. The report must also show last year’s counts of validated requests and how much capacity was provided, how much the Joint Chiefs asked each military department to provide and what they actually provided, and a short evaluation of how well capabilities line up with analysis programs at combat support agencies and service intelligence centers. The Under Secretary must also brief Congress on short-, mid-, and long-term strategies to meet validated ISR needs across those domains. Key terms (one line each): - Congressional intelligence committees: the congressional committees defined in the National Security Act. - Defense Intelligence Enterprise: the Defense organizations and systems that do intelligence, counterintelligence, and security work. - Fulfillment rate: the percentage of a combatant command’s intelligence needs that were met. - Intelligence community: the set of U.S. government intelligence agencies defined in the National Security Act.
