Creates a Joint Defense Manufacturing Technology Panel inside the Department of Defense. It must be cochaired by the Under Secretary of Defense for Acquisition and Sustainment and the Under Secretary of Defense for Research and Engineering. The Panel must include at least one person from each military department and each Defense Agency that has manufacturing technology programs. The Chair may add nonvoting members from other government groups, universities, or industry. The Panel’s work is to identify and combine needs, plan together, and make joint strategies for manufacturing technology. It must review defense manufacturing issues, find chances for agencies and industry to cooperate and share funding, make sure programs link with the Office of the Secretary of Defense and other national efforts (including sharing information), and carry out other tasks the Under Secretary for Research and Engineering assigns. The Panel reports to one or more people the Under Secretary names. Each military department and Defense Agency with such programs must pay its share of the Panel’s administrative costs as the Panel sets.
