Require the Secretary of Defense to make sure the Department of Defense properly organizes and manages the electromagnetic spectrum it uses and to create a lasting review process. The review must look at all spectrum needs and must include all users, whether their operations are classified or not, when the Department considers sharing, reassigning, reallocating, or moving its spectrum uses. Require the Secretary and the Chairman of the Joint Chiefs to send a joint report to the congressional defense committees at least every two years (or more often if useful). The report must cover bands the National Telecommunications and Information Administration’s Policy and Plans Steering Group is studying for possible reallocation and explain effects on military missions if the change would either risk losing essential military capability (based on feasibility checks) or likely could not be done within the 10-year period starting on the report date.
