§500b Annual Report on Electromagnetic Spectrum Operations Strategy of the Department of Defense

Summary

When the President sends the federal budget to Congress for each year from 2025 through 2029, the Secretary of Defense must send Congress an annual report on the Department of Defense’s Electromagnetic Spectrum Superiority Strategy. The Secretary must work with the DoD Chief Information Officer, the Chairman of the Joint Chiefs of Staff, and the head of each military service to prepare the report. Each report must describe the DoD’s spectrum strategy, say how it supports the national defense strategy, and explain who is in charge of developing and overseeing the strategy, requirements, capabilities, programs, and projects. It must list all spectrum operations acquisition programs and research projects and explain how each one fits the strategy. For every unclassified program or project the report must name the senior acquisition official in charge, say whether requirements were validated (and when and by whom), give yearly funding amounts and the funding line, provide the development or purchase schedule, assess cost, schedule, and performance against the program baseline (and the original baseline if different), state technology readiness levels for key technologies, note any overlap with other services, and identify the capability gap the program fills. A separate classified annex must include those same details for classified programs.
