When the President sends the budget to Congress under section 1105(a) of title 31 for each fiscal year 2025 through 2029, the Secretary of Defense must send the congressional defense committees an annual report on the Department of Defense’s Electromagnetic Spectrum Superiority Strategy. The Secretary must work with the Department’s Chief Information Officer, the Chairman of the Joint Chiefs of Staff, and the secretaries of the military departments on the report. The report must describe the Department’s spectrum strategy, explain how it supports the national defense strategy under section 113(g), and show who is in charge of overseeing strategy, requirements, capabilities, and programs. It must list all spectrum operations acquisition programs and research projects and say how each supports the strategy. For each unclassified program, the report must give eight details: the senior acquisition official and oversight organization; whether requirements are validated and, if so, when and by whom; funding appropriated, obligated, and forecasted by fiscal year with the program element or procurement line number; the schedule; an assessment of cost, schedule, and performance against baselines; technology readiness levels for key technologies; whether it overlaps with another military department; and the capability gap it fills. Classified programs must be covered in a classified annex with the same details.
