Within 30 days after the National Defense Authorization Act for Fiscal Year 2024 becomes law, the Secretary of Defense must create an Electromagnetic Spectrum Enterprise Operational Lead at United States Strategic Command. That person will report to the Commander of U.S. Strategic Command. The operational lead must check how ready the combatant commands are to do joint electromagnetic spectrum operations, give recommendations to the Chairman of the Joint Chiefs of Staff, and test tactics for dynamic spectrum sharing. For each President’s budget submission in fiscal years 2025 through 2029, the Chairman, through the operational lead, must brief the congressional defense committees on progress toward full capability, readiness, fixes and material gaps, gaps in testing methods, the idea of virtual test ranges, and other important matters.
