Per the Chairman's January 27, 2014 memo, the Vice Chairman must develop warfighter requirements for lasting, survivable ways to find, identify, track, and help engage strategically important mobile or movable targets in all conflict phases so those targets cannot be used, including by striking them before use. Those requirements must guide and be updated for acquisition and systems planning funded by the Military Intelligence Program, the National Intelligence Program, and non‑intelligence programs. The Vice Chairman must also build the intelligence framework to make multiple systems work together and define the capabilities needed.
