The Administrator must keep records, for work that is not basic research, showing which technologies and capabilities from the defense nuclear nonproliferation research and development program were turned over to end users for further development or deployment, and which ones were actually put into use. When reviewing projects in the defense nuclear nonproliferation research and development program or the defense nuclear nonproliferation and arms control program, the Administrator must compare each project's current status and final results to the original goals and targets in its first project plan. The Administrator can use a standard form or any other method they choose to make these comparisons.
