Selection boards created under section 611(a) must send the military department Secretary a written report signed by every board member. The report must list the officers the board recommends for promotion and say that the board carefully reviewed each officer’s record given under section 615 and that a majority agrees the recommended officers are the best qualified to meet the service’s needs based on guidelines under section 615(b). The report must also name any regular or reserve officer the board thinks should be ordered to show cause under chapter 60 or 1411, name any officer who asked not to be promoted or who caused their own nonselection by writing under section 614(b), and, when allowed under section 616(h), list officers the board wants placed higher on the promotion list and the order for them.
