The Secretary of Energy must show, as a separate budget line in the materials sent to Congress with the President’s budget, how much money is needed each fiscal year to carry out planned work to declassify records under Executive Order No. 13526 (or any successor order) or under any law that requires declassification. Any DOE records that had not been reviewed for declassification by October 5, 1999 cannot be automatically declassified unless the Secretary certifies to Congress that releasing them would not harm national security.
