The Secretary of Energy may use DOE national security money, including planning and project funds, to do urgent planning, design, and construction for any national security construction project needed to protect public health, safety, national defense, or property. The Secretary must report the planned work and reasons to the congressional defense committees before acting. The requirement of section 6277(b)(2) does not apply to these emergency activities.
