The Secretary of Energy must send the Administration’s proposed budget request for each fiscal year to the Nuclear Weapons Council before sending it to the Director of the Office of Management and Budget for the President’s budget under section 1105(a) of title 31. The Council will review the request under section 179(f). If the Council gives a written description under section 179(f)(2)(B)(i), the Secretary must add an appendix to the OMB submission showing the funding levels and initiatives the Council identified, plus any extra comments the Secretary wants, and must send that appendix to Congress with the DOE budget justification materials. When the Secretary actually submits the DOE budget to OMB, the Secretary must also send a copy of that budget to the Council.
