The Administrator must make sure any cost estimate used to compare different ways to do a project paid for with DOE national security authorization funds follows the requirements in the project’s mission needs statement that was approved at critical decision 0 under DOE Order 413.3B (or a replacement order). If a project is expected to cost more than $500,000,000 and has not reached critical decision 1, the Administrator may use those DOE funds for engineering and design to start a conceptual design to help build a cost estimate only if the Administrator decides it will improve the estimate, tells the congressional defense committees, and 15 days pass after those committees get the notice.
