Government-owned, contractor-run labs that get Department of Energy money for national security may do laboratory-directed research and development. The Secretary of Energy must create rules for how that work is done and must set aside a specific part of each lab’s DOE funds for it — not less than 5 percent and not more than 7 percent. Laboratory-directed research and development means creative, innovative R&D the lab director picks to keep the lab strong in defense-related scientific fields.
