The Secretary of Energy may let government-owned, contractor-run laboratories use up to 8 percent of the DOE money given for their work for laboratory-directed research and development. The Secretary may also let a plant manager at a covered nuclear weapons production plant or the manager of the Nevada Site Office use up to 4 percent of those funds for plant- or site-directed research and development. Beginning in fiscal year 2006 and thereafter, all DOE laboratories may be eligible for laboratory-directed research and development funding, despite DOE Order 413.2A dated January 8, 2001.
