The Administrator must not create or run a long-term program inside the Administration to expand the Department of Energy’s role in national biodefense research and development. That ban does not stop other parts of the Department of Energy or other federal agencies from having such a program. Labs or nuclear sites in the Administration may help if a non-Department entity pays the costs and the help does not interfere with the lab’s or facility’s main mission.
